computer partially powers on, but GPU and CPU fan don't spin.

Hi guys, I've been having a lot of trouble with my desktop the past few months.
I've tried numerous things, but here is the current issue I'm having.

Randomly the computer will shut off, and when it turns back on, the GPU and CPU fans do not spin, and there is nothing displayed on the screen. The only fix I have found is to unplug and re plug the 24 pin mobo connection to the PSU.

So I figured it was the motherboard, but after installing that, I was still getting random reboots. They were event Kernel Power Event ID 41. So I went out and bought a new 750W PSU from best buy to try. I still got the error just as frequently. So I returned the PSU to bestbuy and just put in the original motherboard and just got the shutdown error with no fans spinning again.

Corsair H55
2x4GB G.Skill Ram
Sparkle GTX 560
Corsair CX600
NZXT h440
 
if you used a new mb that would rule out over heating vrm or bad cap on the mb. I would swap out the video card...if it failing not for the gpu over heat but the power section of the card itself it could be zapping the mb or the power supply and mb see the card as a dead short and shut down. also check all your parts for missing caps or parts. sometimes if your not care full you can rip a part off the video card or mb.

well i temporarily had a r9 270x and it gave me similar but not the same errors.
If it matters, I left me computer in my car on a hot day when I was moving. This is when the more frequent reboots started happening. Could that have fried the CPU or something?

It'd certainly in correctly. I just want to make it clear that the computer runs fine and has passed memtests, ran prime95 for 30 minutes and furmark benchmarks. This is a random issue with what I think is one component shorting or being faulty.
