Boot Loop and Install Disk Not Working

I shut down my computer before I went to sleep earlier today and I turn on my computer to find that Windows 7 is in a boot loop.

Things I've tried:
Windows Startup Repair - After 'Windows is loading files...' screen it just goes black, and I just shut down my computer
Advanced Startup options - Pretty much every available option there, I've tried.
Windows 7 Repair disk - I burned an iso that I found on TPB that wouldn't get anywhere, and had a blank blue Windows background (the one with the bird) after the language selection screen
Windows 7 Ultimate install disk - Also tried this just in case, got further with this, brings me to the Install now screen after the language selection. After that it's the same blue screen with the bird and plant.
I changed the BIOS to boot from CD drive first.
My Dell XPS 8300 (I think is the model) has this testing tool to test the hardware, and I tried that out. Found issue with the HDD that read as follows:

Error Code 2000-0142
Validation 54146
Msg: Hard Drive 0 - S/N 9VS4SSJD, self test unsuccessful Status = 7

The given error code and message can be used by Dell Technical Support to help diagnose the problem.

I just want to rule out all other options before having to switch out my HDD. Right now I just finished an appropriate .iso for the windows version I have, to see if that will work any better. It's kind of hard to get anywhere if even the repair disks are not working.

Edit: I use Windows 7 Home edition 64 bit
This new repair disk I burned has got farther than the rest, is at the System Recovery options screen but the cursor shows a blue circle, as if it's loading. Been doing this for 20 minutes now.
 
I'm gong to go with replacing the HDD, the problem with doing an install now (if it works) is that section may be corrupted soon rendering your whole install exercise moot. I'll suggest running SeaTools for DOS, http://www.seagate.com/support/downloads/item/seatools-dos-master/ see what it reports about your HDD's health. If it agrees with the Dell diagnostics, then you can be sure the HDD needs replacement

I have tried to install as well, but all I get is that classic windows 7 screen, and no window pops up. I thought it might have just been a registry issue. I'm hoping I can still salvage the data on the HDD if I have to purchase a new one. Burning the disk now for the Seagate program.

So I started up the program and it's telling me: No Hard Drives Found

I ended up buying a new HDD today, going to see if I can possibly get the data off of the other HDD, or even just keep it as a secondary storage. Not sure how that will work out. It wouldn't corrupt anything else if I just used it as a secondary storage, if I can even access it?

So I tried plugging in the old HDD, and no matter which HDD (new or old) I set as boot priority in the BIOS it wouldn't would. Old HDD as #1 would obviously boot loop, but the new one would hang at the Loading Windows screen. I unplugged the old HDD and I'm fine with the new HDD now.
