Please help! My pc is dead and the only warning I got while it was working is the picture I've attached.Thank you!

My pc was working fine until I got a warning from AI suite 2 that my cpu voltage was below 5v. It dropped down to 4.43v and somehow my the cpu just stopped booting now. I'm not too techy but I can certainly follow instructions. Any help appreciated. Just a heads up, my pc will not boot at all. Also, I did try to change the psu, it worked for a while and again the same thing happened.

The other psu was from an old pc. The other pc works fine with that psu. I used a multimeter to check the voltage of both the PSUs and they're working fine. So, what could this be?
