Is this a good PC build for a beginner?

my budget is $1000 because i still have to buy peripherals.

MAXED OUT at 1080 p with R7 260x NO WAY r7 260x is good for gaming at medimum settings the ram is best utilized if its dual channel so 2 x 4 gb plus the PSU is not a good quality one and overkill for the setup you have given.

I know its around $150 overbudget, but trust me, it will be worth it.

Yes the Build is good just change the PSU to a xfx 550 or seasonic 520 watt.
