270x is a fine choice, no it wont be "bottlenecked", the term is very dated. Modern games utilise the GPU much more than the CPU, so you can use a lower end CPU and a higher end GPU and get better results than you could ten years ago. Some games however do need a fast CPU, and in these titles you wont get such a big performance boost with a better GPU, but not because the CPU holds it back, simply becuase the game needs a faster CPU.

Modern boards and CPUs have enought bandwidth and processing power to support most modern gpus. Obviously there are ultimate systems that use the best of everything, but they are dream systems and not reality. Don't worry about your CPU for now, its slow but a graphics card is a good thing to get. If you havent purchased yet then also consider a Pentium G instead of the core i3 for gaming, it is cheaper and can be overclocked

The r9 270x is on par with the GTX 760 and is therefore better than the GTX 750ti.
