Hi!

I currently have an AMD FX-4100 3.6GHz (O.C. up to 3.8GHz) and an AMD Radeon HD 7700 Series and 8GB RAM. I'm thinking of buying a 740 2GB,
but will I be able to livestream Minecraft with 60fps in game (with 16 chunks render distance) and 30fps in the stream? I currently only have like 20fps in game when streaming Minecraft. So I wounder if a 740, an AMD FX-4100 OC to 3.8GHz and 8GB RAM can play Minecraft, host a Minecraft server, and livestream at the same time. I'm going to use 3 monitors btw. Not gonna play games on all three!!! Only Minecraft on one.

Upgrading your GPU will provide NO benefit to you at all in this case.
Minecraft is EXTREMELY CPU intensive, and your CPU is not up to par with the workload you are looking to push on it.
The FX-4100 is essentially a Dual Core processor. If you're looking to run a Local minecraft server, a client and stream all at the same time, you're looking at an FX-8xxx series processor or better. (Quad core/8-modules)

Streaming games requires on-the-fly video encoding before uploading to the webservers.

Okay, how good will an AMD FX-8250 (or 20) and an SSD work? Because if I must install a new OS, I might thinking on getting an SSD. Or doesn't I need to reinstall when changing an FX-4100 to an 8250? Because if not, I will go with an 8250 and an 760.

A SSD will make your system more responsive, but it will not increase the actual performance of your system.
An FX-8250 will give you over TWICE the processing power of your current processor. It's recommended to do a full reinstall when you change a motherboard or processor, to avoid potential issues.
But in this case you're using the same architecture, simply upgrading to a higher core count. Should be able to ignore an OS reinstall in this case.

You're probably going to want to allocate processor core affinities for those 3 apps as well. Minecraft on two threads. Server on two threads, encoding on two/four threads.

Side-note, the FX-8320 is very cheap on newegg right now. $139.99.
