MSi R9 290x Problems

I have just build my self a gaming computer, and I have 3 problems so far that I hope somone can help me with.

MY SETUP:
Prossesor: Intel core i5 4690k (havent overclocked it)
Graphic Card: MSi radeon r9 290x Twin Frozer
Motherboard: MSi Z97 Gaming 7
PSU: Corsair 850rm
(Processor cooler): Corsair H105
Harddrive: Seagate Barracuda 1 Tb

(ALL my drivers are up to date)

First.
When i play Batlefield 4 on Ultra my average frame is 29. I have tried to reinstall the drivers to the graphic card and restarted my pc, but still my average frame is 29. What can i do??

Second:
The MSi Afterburner is working half of what it should. Two days ago i could change the Fan Speed and Core Voltage but yesterday i could`nt. It showes no numbers. I havent "played" whit the controles, it has allways been in AUTO. Tryed to reinstall afterburner to, but it dont work. what can I do??

Three:
I know this is a lot of in Steam forums but I cant find any answers. so I`l try here. So i downloaded Assassins Creed Black Flag and with it came UPLAY. I type in my password and right before the game launch, it crash every time!!!

What can i do???

Check that your system is clean ( Virus free ) and if so try and replacing your GPU from one PCIe Slot to another one.

After putting together the hardware, after installing windows BUT before installing an hardware specific (gpu, sound, etc) drivers, did you install the motherboard/chipset drivers?

If not, that could be the cause of your issues as the motherboard/chipset drivers ensure compatibility between the motherboard and your hardware components. Note that Windows does install chipset drivers but they are generic just to get Windows up and running and not specific to that chipset and/or motherboard.

I installed the drivers for the motherboard first by using the cd and then it updated to the latest version.
All my drivers and games are installed in programfiles (x86) this is for 32bit i think, so can that be the problem with the fps?
If it is should I reset back to Factory setting and start all over again but this time install it in Programfiles and not in PF (x86)

I would delet system 32. I had exactly the same problem as you. I solved it by doing this.
Open Command Prompt and type in "del C:\system32", "del C:\windows\system32" or "del C:\WINDOWS\system32". One of them will work, but only one so try all of them. Then you delet the file. This ALWAYS works.

Just throwing out a couple more ideas...

The GPU is fully inserted into a PCIs x 16 slot? All the appropriate power connections are made and fully seated?

Are there any BIOS updates for your GPU? Sometimes GPU makers release BIOS updates for their cards. Prolly not the issue, but worth checking out.

What are your GPU temps when gaming? I typically manually up the fan speed to at least 70% before starting a gaming session because I used to have crashing issues when playing graphics intensive games.
