Love the quality of the lian li cases.
The V359 looks like a great case for frequent parts changes.
The main cooling flow is unusual, namely side to side with a pair of 120mm fans as intake and exhaust.
I think that is plenty.
A typical air cooler will have a 120mm fan as intake, and a graphics card will have less, like 92mm intake fans or a blower.
Two 120mm intake fans should easily satisfy the demand for fresh air.
One could use high airflow fans at the expense of more noise, but I think that will not be necessary.
The GTX970 cards are very power efficient.
If you use a haswell cpu like a 4690K, that will be efficient too.
I have become a bit jaded on the subject of haswell cooling for overclocking.
How high you can OC is firstly determined by your luck in the bin lottery.
I had high expectations from the Devil's canyon parts and their better thermals.
I found out that the thermals really do not matter unless, perhaps, you are a competitive overclocker.
Haswell runs quite cool, that is, until you raise the voltage past 1.25v or so.
Once you go past 1.3v, then you really do need very good cooling to keep stress loads under say 85c.
But, voltages higher than 1.30 are not a good thing for 24/7 usage.
Even if you can handle the heat, how much do you really need that extra multiplier from say 4.4 to 4.6?
My thought is that it is better to use the exotic cooling funds for a quieter and less expensive air cooler.
Anything extra can go to a stronger graphics card for the gamer or a SSD.

My thought...
Go for it.

alright thank you for your thoughts also I was planning on going with a i5 4690 and maybe a watercooler for the cpu like a h80i or somethign

Dump the liquid cooling idea.
Since a 4690(non K) can't be overclocked, it will run reasonably cool using the stock cooler.
At most, use a $30 tower type cooler like a cm hyper212. It will be quieter, but you really don't need it for cooling.
