There is currently controversy on the topic of ARM vs x86 chips and their relative power. It is not the simplest to run benchmarks against each other. Basically, ARM will not run Windows as it is an x86 processor (except Windows RT). The Atom is an x86 processor.

In general, I find ARM less powerful, but runs cooler, and more power efficient. However, this will vary depending on which processor you are talking about specifically as some of the newer ARM chips have 8 cores, and are quite powerful.

As far as I know most atoms run Windows 8.1 and ARM either can't or Microsoft don't want people to be running android with windows. For ARM SOC microsoft released the Windows RT SO with such little sucess they quickly developed the atom z and launch a huge array of tablets.
