No, it means that having 4x4GB memory sticks is no better than 2x8GB.

Actually, 2x8GB is even more stable for the memory controller than 4x4GB and of course cheaper.

It's a dual channel and i like the led effects of thoese RAM . So cant i buy 4x4 so that all my ram stick are full ?

youd be better off with the 2*8GB since it is a dual channel
itll be faster
if you like the led then go for this one

So does this mean that two out of four of the motherboard ram slots are useless ?

its just that the ram performs best on dual channel
firstly if your getting a gaming rig
you dont really need 16GB
stick with 8GB (you dont even need more than 1600 Mhz for gaming)
secondly if youre going for a video rendering or editing system
16GB would be useful
but then a video render is more concerned with performance which is best with dual channel in your case
is youre so adamant on using all the 4 slots then go for it not a problem
i just told you what your options are and what solution will perform the best
