USB ports not working after bios update

I updated the bios for z87-gd65 via msi live update to try to remedy to an issue I've had with the usb ports not recognizing storage devices when they're plugged in. Now none of the usb ports work except during safe mode and in bios. Whenever Windows 7 starts normally the usb ports don't work including mouse and keyboard. Uninstalling the usb root driver had a temporary fix once but when I rebooted the usb devices stopped working again. Not sure what to do at this point.

Edit: Did reinstall of Windows 7, still having the same problem.
 
If USB ports work in safe mode and in BIOS, neither the BIOS nor the BIOS update has anything to do with it.
Nevertheless, you should never apply a BIOS update "in the hope" that it will fix a problem without even knowing what issues that particular update addresses.

What's more likely is you've installed a third-party driver or some software which is preventing the USB ports from working.

Try to remember what you installed just before the problem was first noticed, then use safe mode to uninstall same.

The only installation done was through msi live update which was to update the bios. Nothing else was installed. A rollback was done to the second week in September but the usb ports still didn't work.
