Can I run a 780 with an EA-650?

I'm currently thinking about upgrading my GPU to the 780 here:

According to the specs, it requires a 42 amp rail for proper power.

My current power supply is this:

And according to the manual (http://www.antec.com/pdf/manuals/EA-650%20Green%20Manua...), the 12 volt rails have a max output of 38 amps. Can I run the 780 with this power supply despite the 4 amp difference?
Normally I would just get a new power supply, but my friend is running a 780 TI that requires 42 amps with a power supply that only outputs 38 amps, and he's had no issues despite having that PC for about a year now.

Yes you can easily. Thr Antec has to 38 amps rails , not one.
+12V1@38A, +12V2@38A,

A GeForce GTX 780 needs 42amps on the 12v + rail and at least a 600w PSU with 1 - 6 pin and 1 - 8 pin PCIE power connection.

In all honesty I'm tempted to go with a 980 since I have the cash, but the 780 is just a 2nd option. I just wanted to make sure it'll work if I go with a 780 versus a 980.

So you're saying the rail voltages/amps add up in certain situations? So as long as I, for example, don't SLI two 780s I'll be ok?
