front panel of tower sparked and now system wont turn on

i was trying to install a new graphics card to my tower and the computer takes 10 minutes to turn off, so i had a bad habit of holding down the power button to boot down the machine, which i did with out thinking and the front panel of my pc sparked on the inside near the little computer chip inside next to the power button and now the system wont turn on. i bought a new tower with a new power supply in case it was either the supply or the chip that burnt out, but still nothing. only now i notice a faint electric burn smell that i didn't notice before (no smoke) and when i remove the power cord after a few seconds there is a small whine like electricity powering down. was wondering if anyone could tell me whats fried and if there's a chance that i ruined my new video card, which would blow because it was 200 dollars.

You have most likely fried your motherboard and other components too, from the description in which you have provided I would suggest that's the issue
