CPU For Streaming Games

My Specs:
cpu e3-1230v2
8G DDR3
ATI Radeon HD 7870 2GB
SamSung 840 Pro
asrock B75pro3
Antec 430W BP-430AP

Hello everyone,i wanna know which cpu will gives me a better performance when streaming games, i just want a higher FPS while i playing and streaming.

theres 2 plan:
1.buy a used 3960X or 3930k with a used x79
2.buy a new 4770 or 4790 with a new z87

both choice cost around 520dollars here.
so which one is better choise?
More Core or Single Thread Rating?(i have checked some reviews ,4770 4790 single thread rating is way better than 3960x and 3930k)

also if plan goes to 1 should i change Antec 430W BP-430AP ?

theres the FPS while i playing:
when i playing without streaming my fps was like 60-120fps,while in team fight the fps goes to 60fps.
when i playing and streaming my fps was like 40-90,while in team fight the fps goes to 40fps,makes me feel so laggy. thats why im going to change it,i want my fps always above 75+fps .

as i know the game doesnt support more core, theres the screenshot about cpu usage rate when im playing while streaming.

the game im playing insnt a new game ,i got not bad fps when playing , i just want a better fps when streaming, i guess the problem not on vedio card side.

pls help me~~

yeah, get a better GPU like the gtx 970. Internet speeds and a good gpu matter MUCH more for streaming. You could also turn down some insignificant settings to better FPS as well, I doubt a streamer viewer would be nitpicky if some tiny little detail wasn't maxed out.

People always harped on about how you "need" the AMD 8 core or an i7 for streaming, but I have friends who are streamers and they told me straight up the i7 is a waste and that internet speed matters MUCH more for streaming, you have to set your bitrate and stuff accordingly because if it's too high, it'll lag out for the viewers. Not everybody has godly internet, and I'd much rather a streamer set the details down so it wouldn't lag for me...rather than some amateur...

hello ,logainofhades ty for you reply.
Im a Chinese and im stay at china right now, the problem is im not streaming at twitch tv with xplist or obs.
im streaming at a local client and their tech is bad, anyway every cpu is fine,but the Xeon E3 .
even you use 30fps or 25fps ,its just cause lag like 10-15fps when viewers watching your stream.
thats why im going to change my cpu and mother board anyway, so which plan will be better performance?
