Says I'm connected but can't load my browser, or anything.

Hi, we had a storm and a short power outage and when the power came back I noticed my internet says its connected (connected through Ethernet) and its recievinf plenty of bytes when idle but I can't actually connect to anything
So I tried my wireless card and it saodnit had 4 bars of WiFi but still, couldn't connect to anything
I tried reinstalling my Ethernet cable driver and I tried a combination of commands and nothing seems to be working
Help would be much apreciated

This kind of problem is often due to malware, though it's still possible the outage caused the issue.

Next steps:

Do a system restore to a point before this error occurred. In Win 7, Start Menu > All Programs . Accessories > System Tools > System Restore
In Win 8 right-click in the bottom left-hand corner where the hint for the start screen occurs or on the start button (in 8.1) and in the menu click "System." Click "System Protection" in the left hand pane and click "system restore"

Make sure the restore point you choose is one before this error started happening. Click "show more restore points" on the bottom of the window if you need to.

Also, run scans with your antivirus and malwarebytes anti-malware www.malwarebytes.org
A few suggestions:

reset your internet router. and cable modem. They may have reset buttons, otherwise unplug them for a couple of minutes and re-start them
does a ping work? Launch a command prompt and type "ping www.google.com" You should get the return pings within a short period.
 
Then it sounds like a software issue, not a hardware one. Reset your browser: start IE, click the wrench icon in the upper right-hand corner and go to "Internet options." Under the "advanced" tab there's a button to reset IE settings. Once this is done, close the browser window and re-open it.

I miss clicked in my email notification and now its saying the topics solves
Can I revert this?

And I have done many scans and nothing

The issue with system restore is my only restore point isthe 23rd the outage was on the 22nd
 
You can unselect the message as best answer in the thread here on the site.

As to the problem, it may be necessary to reinstall windows if system restore won't help. Are you sure you're viewing all available restore points though? You should be able to get to a calendar view with a list of different points if you click "show me more restore points" in the first screen.

If it becomes necessary to reload Windows, it would help to have some sort of backup handy to save your files. Depending on the model of system there should be a system recovery option, and most include the ability to save user files though I prefer to err on the side of caution to back up important stuff (it's a good policy in any case to guard against drive failure or whatnot). If system restore has no appropriate restore points and you need help getting to the recovery utility, post the make and model of your system.

Sadly no restore points.

And is there anything else I could do? Ide like to avoid reinstalling windows if possible as I'm not sure If I got a disk for that

First have you tried another computer to see if there is any internet? Have you logged into the gateway via 192.168.1.1 to see if there are any firmware glitches which might be causing a problem. If its saying your connected I would assume it would ping but I just used tftp to fix a broken ip camera that I could ping but the firmware was corrupted and needed to be replaced. Is the internet light on the router blinking or solid or off?. I would download chrome or browser on another computer and transfer via flash drive. Or go to add or remove programs and on the left click turn windows features on or off and select itnernet explorer. THen restart and do the same and reinstall (i believe this method works but its been a while).
