i am doing a pc build and i was wondering if a intel i3 4150 would bottle neck a amd radeon r7 265 if so would the nvidia gtx 750 ti be a better choice? i am going to be using 8gb of ram and will be playing games in 1080p at 60 fps.

no, GTX 770 and up will be bottlenecked by I3 but GTX 760 and under won't.

1) Just get the card that gives you the best value in your budget.

2) Also, games vary significantly on the CPU and GPU usage which determines whether a CPU might be a bottleneck. There are games that would run better with an i5-4670K instead even with only an R7-265 which means that the i3 can be a bottleneck at times.

Again though, it varies significantly between games so just concentrate on which card to get, don't worry about the bottleneck issue in some games, and tweak your games for the best performance.
