Can't open port?

Hi. I'm trying to port forward a Minecraft server, but for some reason I can't get the port open. Just yesterday I got a new router/modem. It's the xfinity wireless gateway router+modem. Anyway, I already had a server up with the old stuff, but now I have to set up a new port for the server since I got a new router. I thought it'd be easy since I've done it before.

I went into my router settings and gave myself a static IP. Then I did the following...

Service Name: Minecraft
Type: TCP & UDP
Start Port: 25565
End Port: 25565
Server IP: (my ipv4 address)
Active: yes

Then I tried running the server and it didn't work. I then used "Port Forward Network Utilities" to check the port and it said that the port wasn't open. What did I do wrong? Or is my firewall blocking the port? But if it is the firewall, then why did it just now start blocking it and not back when I had my old router?

I've run across some modems that have their own port control. When i set up my minecraft server, I had to forward from router to modem, and set modem as open as well.

I also believe that I had to disable NAT too.
