GPU fans spinning no video output?

Hello,

I am new to this forum so I apologize in advanced if I made some noob mistake here in my first post. Let's get down to it.

I recently moved from Wyoming to Florida and my PC w/ all peripherals was shipped via UPS. Unfortunately UPS skrewed up and my stuff arrived banged up and with scratches etc. My GPU was shipped separately from everything else and took a week longer to arrive than everything else. During this week, I assembled everything I had and was just using integrated graphics on my motherboard until my GPU came. The only things I can tell that are broken/damaged from shipment are the monitor w/ scratches on it, the tower (the entire front will not snap back on), and the PCIe slot unfortunately. From what I can see the little latch that snaps around the GPU broke off.

I just got my GPU today in the mail and from what I can see, it is fine. I was able to get the GPU seated and I put some Legos underneath the GPU to support it since the latch mechanisms broke off.

The problem arises when I plug my monitor into the video card via a DVI cable. It is night and day. There is perfect video output when my monitor is plugged into my motherboard, but the output is nonexistent when I plug it into my video card. Everything else is identical. While my monitor is plugged into my GPU, I hear everything through my speakers and can hear the system boot fully until it reaches the login screen. But it is all black.

I'm honestly not sure what the problem could be. I've tried many things. I've tried to uninstalling and reinstalling drivers, reset UEFI settings in the BIOS to default, tried booting with one stick of ram etc. I'm honestly stumped here. The ONLY thing not functioning is the video output.

The relevant specs are as follows (NOTE: the build was perfectly functioning before, I'm only having problems putting it back together.):

Motherboard: Asrock Z87 Pro 3
GPU: Saphire AMD Radeon HD 7970
Monitor: Asus VG248QE
RAM: 2 x 8gb Corsair Vengeance & 2 x 4gb Corsair Vengeance

P.S. I'm 17 and still learning about computers, but I'm more than capable of making some Google searches if I don't understand something, so feel free to hit me hard with the tech talk xD

at least you were smart enough to remove the card. ........ maybe you need to enable the pci-e slot in the bios?

I have. The "primary graphics device" or whatever it is called is set to the PCI Express slot in the BIOS.

could be the boards slot. how could it have gotten damaged?

Bad packaging. It's just one of those random things that broke. I sure hope it's not the slot that's damaged beyond just the little latch thing. If it is, I could be out some more money and lots more time.

you tried different connection on the back of the card?

if the card has a BIOS switch on it, flip it.
