Screen Blinking and Computer Crashing

I've been trying my best to fix my computer with the limited knowledge I have, but I'm out of ideas and Google suggestions. I'm hoping someone with more computer skills will be able to help me.

A few weeks ago I took my computer to a friends for a party and some group gaming. At one point someone used the microwave and blew the cuircut breaker in the apartment unit causing my computer to turn off. Afterwards, it wouldn't turn back on and I eventually determined that the psu was fried. I replaced the psu (and cleaned out a lot of built up dust) and the computer worked fine for about a week. Then the screen started blinking on and off at random intervals (here's what it looks like).

I tried using a different monitor, changing the resolution/display settings, and updated the drivers for the video card without success. Eventually I tried removing the video card and putting it back in. This caused the computer to fail to even turn on. The fans would give a half-hearted spin, but nothing would boot. I left everything alone for a while in frustration and when I came back later (maybe an hour?) and tried again it started up immediately. The monitor still blinked, however. I tried removing and installing the video card again, concerned that I had just not properly inserted it and that was causing the blinking, to similar results. Sometimes, when the monitor has been blinking for a while (a few minutes of extreme blinking or sometimes a long period of black followed by a miraculous return) the computer will just shut down without warning.

Does anyone have any ideas for me, or am I doomed to buy a new computer/video card?

Here are the specs I have for my computer (please let me know if there's something more you'd like to know; I'm not knowledgable enough to know what's helpful or not):

Processor: Phenom II X4 965 (3.4GHz)
Graphics: AMD Radeon HD 6870
Monitor: Dell 1908FP
OS: Windows 7 Home Premium 64-Bit

The new psu is a Corsair CX Series CX750M, if it makes any difference.

It seems now that the blinking does not shut everything down, but bumping, shaking, or moving the computer does. The video card doesn't seem loose to me, so could it be something else that's getting jostled loose?

I purchased a new video card (MSI Radeon R9 270) yesterday and installed it. Everything seemed fixed- there was no blinking and no crashing- and I shut it down at the end of the night since there were some updates to install. Now this morning nothing will turn on. The fan gives a halfhearted whir and then stops. Ideas?
