working on my first build for a gaming pc, I'd like to keep my budget under $1,000 but my absolute limit is $1,200.
my current build is as follows:

OS- windows 7 home premium 64bit
case- thermaltake commander g42

I would replace the rosewill PSU with a more premium brand like Corsair.

I would not bother with a 280X. The GTX 970 is superior at that price point.

Keep in mind that the GTX 960 should be here in Mid October also.

I would skip the sound card to save money

I would go with Windows 8.1 instead of 7 however that is a personal choice which I am sure many will disagree.

Look at NZXT and Corsair for potential cases as they make some really nice ones.

May want to consider a Core I5 4590 instead of the AMD 8320 as it is better for gaming in the vast majority of situations. And by a good amount in many cases.

Much more powerful as a gamer .
You could spend a little more and add a cpu cooler and an SSD but these are not necessary right now . They can be added later .
Use Win8 64 bit . Its easy to add a start butto and never see the metro screen . Classic shell is free and works perfectly . And you get a faster OS and a much better license that lets you re-use it in 2 more computers . Win 7 oem is locked to the first motherboard
