I have my build but i want to upgrade to a 770, will my PSU handle the card long term?

Here's my built.

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor
Motherboard: ASRock H97M-ITX/AC Mini ITX LGA1150 Motherboard
Memory: Kingston Fury Black Series 8GB (1 x 8GB) DDR3-1866 Memory

That psu would be really tight considering the rest of the specs, and from what I see, this Silverstone 450W 80+ Gold doesn't have the 2x8pin for the 770GTX (or 1x8pin and 1x6pin, depending on the manufacturer of the 770GTX you want to buy).

Take in account that THESE are the minimum power requirements by GPU.

So, if I were you, I'd upgrade to a 550W/600W 80+ Bronze/Silver PSU, and as @theonerm2 says, buy the 970GTX, as it has a similar price and performs 15-20% better (http://www.tomshardware.com/reviews/nvidia-geforce-gtx-980-970-maxwell,3941-10.html - http://www.hwcompare.com/18043/geforce-gtx-970-vs-geforce-gtx-770/).
