are there any 140mm fans that have "more than enough" static pressure for their size (as many size the 120mm is "the best size" for static pressure)

More about : good corsair 300r top fans intake exhaust

Top fans are always should set for exhaust as heat rises up.

depends but many say so other wise as those same people always say "air will flow wherever you blow it"

so without further ado what fans then can you suggest =D

Air will flow that way, but its still disruptive to convection.
Front/bottom/side should be intake, top and back should be exhaust.

What is the current fan situation? Noctua makes good fans, corsair does as well, just fairly loud.

stock (140mm front,120mm back) but am thinking of adding corsair 120 SPs to the front and maybe the back (if I have the extra dough) and would mod the side window with a window side panel (without holes) but am unsure if I should use SP 120s on the top or not since the intake of the top is not restrictive and doesn't need static pressure optimized fans (unless you enlighten me)

I would run two 120/140mm intake fans, a back 120mm exhaust, and leave it at that. Its better to have more positive airflow, and if you add more fans there comes a point where all that is added is noise. I have that setup in my case, along with an h100i as exhaust.
