My laptop battery is dead. Can I use it plugged in till I get a new battery? The problem is we have power problems in our country, so sudden power supply cut makes any problems to the hardware?

Most laptops will still work with a flat battery on mains.

Hardware, no. Software, maybe. Windows doesn't much like being forcibly shut down. Worst case, it gets corrupt and you have to reinstall.

Generally its possible to run a laptop on wall plug even without battery, but you can answer yourself by testing it. If the battery is totally broken id rather take it off completely tho. Simply try to run the laptop on the power cable, if the adapter has enough power supply it will be working fine.
