If rumoured specs are to be believed, yes. It'd require a fairly powerful GPU like 750 Ti though.

Yep. The developers have said that if your PC can run AC4 it will also be able to run Unity:

According to the predicted requirements, you should be able to play it on High settings with a good GPU. The i3 multithreading CPU should be more than enough, but as @MeteorsRaining pointed out, you'd need a solid GPU if you don't want low settings and glitchy performance.
If you post your specific specs, we might be able to provide some more info and probably suggest some upgrades if your rig is not sufficient.
