Buzzing noise when recording line-in on board sound card

Hello everyone,

I have a problem that seems impossible to solve: when recording the line-in or the microphone from
my onboard sound card I have this static buzzing noize (high pitched) in the recording.

This happens both using Windows audio recorder, and Camtasia
so it's safe to assume is not a software issue.

I tried disconnecting everything from my computer, 2 external hd, external cd/dvd burner,
even the lan cable, but it makes no difference.

Tried plugging the main power cord in different sockets and still nothing.

My guess is a ground loop inside the case between mobo and sound card maybe?
Note: I have a 3U 19" rack metal case, I thought that could be possibly the culprit
of the problem I clearly remember recording the mic-in without any noise in the past

Now, I have and external sound card (Mbox2) and I need to record the audio
from it, problem is both Camtasia and the Window audio recorder will not
record the audio ouput from that sound card because the audio software
takes over, so the ONLY way to record the output is to run a cable
Mbox2 OUT --> on board sound card LINE INPUT, which would work
just fine if I didn't have this constant buzzing noise coming from it.
(it comes also from the mic-in of the on board card, not that I need that
but just to say, it's in all inputs apparently)

So, if there's a ground loop do I have a way to get rid of it and remove the noise?

No noise in the playback speakers, so it's just in the sound card inputs

I never had the need to record from the on board sound card till now,
only used it for playback speakers, but like I mentioned
I'm sure it didn't use to make this noise few years ago

Any help would be really appreciated.
