The R9 290 is the faster option, be aware some of those cards are very large, check it'll fit your case!
Also note that both require quite a lot of power to run, again, check the PSU is up to it.
Final point, the reference cooler on the R9 290 is terrible but later dual and triple fan coolers can tame its heat, so no need for the liquid option.
Final, final point, I take it they are used? Over on this side of the Pond (UK) the new GTX970 is the same price as the R9 290 and outperforms it on less power.
