Does a Dying PSU (PCB) look like this?

I have a PSU which is about 4-5 years old, my PC often Hangs sometimes and sometimes it just shuts down on its own. I had my doubts on PSU so I took it out and took a look at it, I couldn't find anything Puffy or Leaky but when I turned it to it's Underside I saw some Puffiness and Brown Material. I am attaching a Picture so that you can get an Idea of What I am Talking.

And do advice me, that when a Power Supply Unit's Power Circuit Board looks like in the photograph, it means it is dying.

Yeah just looks like flux and a poor solder job. That PSU is very poor quality though and I wouldn't trust it in my PC, if you can get hold of something like an Antec VS 450w or an EVGA 430w or anything by Seasonic or XFX it would be a HUGE improvement
looks like its left over flux or maybe some melted lacquer from the pcb board when they soldered the conections.

what is the brand and wattage of the power supply? It could be a number of things that are causing issues. What are your temps on the cpu when this is happening?

It is a iBall LPE223-400 Watt one, I have not checked the Temps, tried few software's but then I read that these are unreliable, that was some time ago, I don't remember the readings.

Does the melted lacquer mean that it is dying or faulty?
