Looking to build a low budget gaming pc for dota2 and csgo

Hello everyone, I'm looking to build the right pc for my use. I want a good/decent computer on a low budget, don't wanna overkill it and buy something i'm not going to use and, don't wanna spend a lot of money all together. looking to spend between 500-1000$. (not including keyboard, mouse, monitor, windows.)

Ok guys, i'm looking to play these games on high resolutions with no lag and fps drops, watch movies and listen to music with quality, so i basically want a balanced gaming pc, performance and quality are both important, but the main purpose of this pc is for gaming.

some preferences: Intel>AMD - SSD>HDD

Those games don't require an awful lot to run smoothly, I'd almost suggest just buying a gaming laptop. But if you're set on a desktop, my gaming rig is fairly mid-range, but it performs well above my initial expectations.
Specs:
CPU: Intel Core i5-2400 Sandy Bridge 3.1GHz (quad-core)
GPU: Gigabyte R9 270x Windforce Edition (I'm extremely pleased by it's performance thus far)
RAM: 4GB of some or other memory, nothing special, I still need to go about replacing it.
PSU: Cooler Master GX 650w Bronze
I left out the rest of the specs because it's these things that you're going to want to focus on. Now this rig would more than satisfy you when it comes to dota2 and csgo, and it's fairly cheap. The most expensive part was the GPU (rougly $200).
What resolution is "high resolution" in your eyes, though? This rig performs great on a single 1080p panel, but with your specified games you might even be able to do some multi-monitor trickery...

This is far more than you need but is a very powerful build. You can reduce costs by dropping the GPU to an r9 285 or going for a cheaper z97 motherboard. If you have no desire to overclock then drop to a h97 motherboard and an i5 4590 or similar and ditch the cooler.
