can i use a 4790k with any socket 1150 motherboard or does it have to be z97

You can use that motherboard with that CPU just fine...but you will not be able to actually overclock it...for that you would need to get a 97.

You should be able to use it. Without overclocking though.
Look at the cpu support list on the asrock web site for your motherboard.

i have MSI Z87-G45 Gaming atx board..and i cant get into the bios without putting the lower grade haswell processor than my new Ci7 4790K.
Half of my ram slots 1-2 slots cant be in the ports inside, because if i putt all of my 16gb rams the pc wont start to windows.
If i pull 2 rams out it runs with the Ci7 4790K but only to the point (with nevest bios updated) i want to restart the pc.. if i do, it only goes black screen and no signs of life. I have to turn it off and then turn on and it will start just fine. DO i have to just buy a new MOTHERBOARD with Z97 ?... can anyone write here, or to my message what type of Motherboard are you using for Ci7-4790K?
