i recently got anew monitor and it doesn't have a dvi port and I'm already using my gpu's only hdmi port so i was forced to use my DVI to VGA adapter for my second monitor but now (just most of the time sometimes it works) everything is way off, so bad that i can't see half the screen! i have and amd card and i can't find anything in ccc but i probably just missed something...

Not sure, but Computers for the most part, think you are plugging into a TV, when you use a HDMI.

Is the screen on the new monitor OK, or dose it have bars on the side.

Possibly that setting is messing with the other monitor.

The setting to correct the HDMI problem, if it exists, is under monitor, in display properties.

Some call it "over scan"

others call it custom aspect ratio, and hold aspect ratio.

Just a guess.

I also can say I could not get my old VGA flat panel to work with my 32" TV, with HDMI.

I didn't try for long, but not only the VGA did what you said, the TV did it also.
