Just cause you have a new PC, doesnt mean it has the horsepower to run games like that. And with it being a laptop, I doubt till get playable frames on anything but maybe medium settings, and even better yet low settings to ensure you get better FPS. Cheap laptops arent really made for gaming. Heck even expensive laptops arent really made for gaming.

Sorry, i really forgot to list the problem. When i Fullscreen games it puts them into the resolution that they are set in. ie: a game in 1280 by 720p appears as a little 1280x720p box on a screen surrounded by black borders, The odd part is that this only occurs for some games like:
Saints row 4, Assasins Creed 4, Batman Arkham City, Warframe
Games like Planetary Annihilation, supreme commander and prototype seem to run fine without with resolutions of 1280x720p that has been stretched/ blurred. Anyways, back the old laptop: I could run the game on that because i could drop their res to sometimes as low as 800x600 and it would still take up the entire screen-just blurred.
My Cataclyst seems off in the fact that it cant actually find my screen and remains fixated on this screen:

The new computer specs are as follows:
16 Gb ram
2gb radeon r7 m265 gpu
Intel i7 4510u processor
and a touch screen, hope that helps

EDIT* After instaling the Dell Driver Update my cataclyst now looks like this: http://gyazo.com/50b6db63210117d08baccfae3d5b107d

I'm assuming, then, that your screen is not the same 16:9 aspect ratio as 1280x720 is, and those games don't allow you to stretch the pixels, which game makers sometimes do because it compromises image quality.

I don't know if laptops let you do this, but right click your desktop and select "Screen Resolution"
