Says I'm connected but can't loaf anything (tried wireless and Ethernet)

Hi, the other day my power went out while I was uploading a video to youtube and when I turned my computer back on my internet wouldn't load
I thought it was my Ethernet cable so I put a WiFi chip in
Same results
So from there on I scoured every forum post I could to find a solution and nothing
I've done scans with malwarebytes
Tried pinging Google and it succeeded.
I did a bunch of commands and reinstalled the network driver
I'm at the end of the line here
Pleas help

Make sure to reboot the modem and the router. Does another computer work on the network? Connect directly to the modem with a wire. If no go, call your ISP. If that works, than the problem is the router or your notebook.

ThereTheres other devices wired and usinf wifi on my router that work fine so i know its my pc

Try a USB wifi adapter and see if that works.

Rather weird. I would backup my data, reformat the hard drive, and reload Windows at this point. Something is fundamentally wrong that no hardware is providing access to the internet.
