Help! PC Won't Boot GPU Fans spin at Max, everything else normal

Hello today I tried overclocking my MSI N780 Lightning a bit, i got up to 620 mhz where the temps seemed stable around 55 celcius. I played some Battlefield 4 and World of Warcraft (on ultra) for about half an hour and decided the setting were stable enough to save over user default profile in nvidia controller. Wasn't long after my computer black screened while playing World of Warcraft, speakers were putting out a loud buzzing, and the fans on my graphics card went up to max speed. No image was posted but the power and everything else seemed normal. So i immediately turned it off and tried restarting to find that all fans in case and CPU fans acted normal as if it was a normal boot but the GPU's fans were roaring at max and didnt put out an image. I took the GPU out and rebooted with internal graphics and the computer booted up perfectly fine.
I hope to god I didn't somehow RMA my card! Could it be that those user default settings are not allowing it to boot? I didn't save over the system default ones.

PC specs:

MSI N780 Lightning
Intel 15 - 4670k @ 3.4 GHZ
Corsair Vengeance 8 GB @ 1600 MHZ
OCZ PSU 600W

Update: I purchased a new Corsair 750M to see if my power supply died and it had no change to the issue I'm having
