since these cards draw alot less power but do have there spikes i wonder if you could get away with a 650 or 750 watt psu to run 2 in SLI

You can get away with a 750w to run a pair of 770s - I'm guessing a 650w might not be able to handle them and an overclocked i5, but a 700 or 750w of good quality will be able to do it easily.

If you don't run applications that use CUDA or OPENCL or run GPU stability testing (e.g. FurMark) then you may be able to get away with a 650W PSU depending upon which brand and model of PSU you have. The PSU will also need to have a sufficient number and type of (i.e. 75 Watt 6-pin or 150 Watt 8-pin) PCI Express supplementary power connectors.

A 750W PSU should definitely be enough.
