Can't access bios settings

I am a student in a networking/computer repair course. In my class we are sometimes assigned a practicum assignment to hone our computer repair skills. I was assigned to a computer that will not enter the bios menu. It gives a successful post beep but, after that it just hangs indefinitely.

I tried to access the bios menu but it just freezes at the "prepare to enter setup' dialog I tried the boot device menu also but, it freezes upon entering. I tried resetting the C MOS but it wont boot into the setup menu from their either.
I have struck a dead end with this problem. Any help would be greatly appreciated.

What do you mean 'freezing' ? Did you try the arrow keys to move around the menus? If it is truly 'freezing' in BIOS ( NEVER EVER heard a machine ever do that) then the Mobo is hosed up and the machine needs to be replaced. Did you try another computer in your 'class' and see if you get the 'same result'? If so I think you need to speak to the INSTRUCTOR then post on some forum that can't even 'see' the PC your talking about.

Do you have no signal on the monitor? Make sure the monitor is not plugged into a bad port, provided the monitor is working...

If you have no signal it's a loose connection or bad hardware/monitor.

If you have a signal you should be spamming F8 or whatever to enter BIOS.

Maybe I don't understand the question.

You DO NOT understand the question. There is VIDEO he gets, and he can ENTER BIOS, the problem is when he gets there it 'freezes' per his description. Is it OP doesn't understand how to use the arrow keys to move around (could OP still be relying on MOUSE to 'click' through BIOS?), is this problem in ONLY this machine (test another machine), or better yet ASK THE INSTRUCTOR ("in my class") for assistance then posting to a forum.

Does the motherboard have dual BIOS?

Next step for me would be to reinstall from a boot ISO. Sounds like you got a crappy case of the main stream PC vendors (Dell, etc.) that sell you a new PC, and don't provide a Windows disk.

Wow ... just WOW.
1) Question says: "Can't access bios settings" - NOT I can't access Windows
2) LOOOOONNGGG OLDDDDDD arguement, it is a cost savings, and prior to Windows 8, first thing that pops up ON the screen for the NEW OWNER to IMMEDIATELY DO, insert their disks to MAKE the restore DVDs. 98% of the consumers don't bother and it is their OWN fault. There is no blame on "main stream PC vendors" (oh the proper term is OEM by the way)
3) OEMs were so "crappy" and making Edisels and Yugos, like those cars they be out of business long ago. They do make solid products for the 90% "Just turn it on and type" market, they DO NOT customize to the "PUT IT ON 11 !!! " tweaker geek balls to the walls gamers etc. types. Does mean they make a "crappy" product.

Looks like someone needs to take it easy on the sugar/caffeine/ADD/methamphetamine.

It pisses me off trying to buy a Dell and have them tell me I can't get a OS disk with it. It's a personal matter of preference - but what do I know, I have been building my own PCs for a decade or so. I prefer to determine how my windows installs, a restore disk doesn't qualify.

"Preparing to enter setup" is not something I see when trying to enter BIOS.

Anyway I'm more of a hardware guy not a software expert. I flash a boot iso to USB and reload windows when I need to, I used to tinker in MS-DOS pre-Windows 98, and beyond that I'm mostly a hardware guy.

Would be interested to see the answer though.
