It appears that your Dell Inspiron Mini 10 is capable of running Windows 7 32-bit as there are drivers for it on the support page.

First you need to verify that you have the option to boot from a USB or External DVD drive. If you can do this, you'll need to purchase and download a Windows 7 ISO and burn it to one of these mediums. Instructions for doing so can be found here.
