If you're looking for an enjoyable open-world game, Sleeping Dogs is a great choice. It looks great, has a decent story with great voice acting talent, and its a pretty solid PC port. Most of the combat in it is hand-to-hand, which may meet your "less violence" criterion, depending on your point of view.

Additionally, Just Cause 2 is my favorite open-world game in terms of over-the-top fun. Rubbish narrative but marvelously explosive. Its fairly violent, though.

I don't know if these are any less time-consuming. Open-world games in general are time-sinks almost by definition.

What genre you're looking for? Most of them are Shooter, and they are all time consuming and violent.
I can't guarantee you it's not time consuming since it's up to you to control your own time consumption to play games (I know, I've been there).
Go for more relaxed game, probably puzzles and those turn-based action games. Or better, don't play at all for a while :p
