Not sure how else to word the title. My question: using software programs to track hardware usage, FPS, etc, I notice that a good deal of the time, when gaming, the cpu and gpu are not running at full 100% (say, 75% cpu average, 60%-80% gpu usage), but the framerate is still low at times (not always). I don't want this answered in terms of my specific system, that's not important. I'm just curious as to how the hardware actually works, or what else might contribute to this.

I feel like if there are additional resources, they would be used to create extra frames. Is this way of thinking inherently incorrect?

the load is between gpu and cpu, if the gpu is not getting 100% usage often one of the cpu cores is at 100% .
simple rule: the one that is at 100% is the slowest part in that game, like starcraft, get 100% on one core and gpu is at 50%
