EVGA GTX 780 upgrade/install failure. Please help!

Been running this configuration flawlessly for 3 years:
MOBO: Asus Sabertooth 990FX (Version 1)
- Board has no onboard video – requires GPU, 1 stick of Ram and CPU to POST
- Has onboard Error LEDs for GPU, MEMOK! (Memory check), and CPU
- Manual states that these LEDs will hold solid until a problem is fixed
- CMOS Clear is done by Jumper, Also has onboard Battery
- Has 4 PCI-E Slots
CPU: AMD FX-4100 3.6 Ghz
- Standard Heatsink with new Thermal Paste
GPU: Gigabyte Radeon HD 6850 1G
PSU: Ultra LSP 650W

Attempted Upgrade:
EVGA GTX 780 “Classified” 3G
- Requires 6Pin and 8Pin
Included adaptor: 2 x Peripheral = 6Pin (Using this)
Included adaptor: 2 x 6Pin = 8 Pin (Using this)

Attempt/Mistake #1:
I pulled old GPU and plugged the new GPU into PCI slot 3 (wires were cramming slot 1 and I was being Lazy). I could not figure out the wiring at first, I did not see the 2nd adaptor for the 8pin, so I plugged in the 6Pin only and booted up.
Of course the GPU did not function but the fans did spin on the GPU. At this point I noticed that the Sabertooth onboard PCU LED was Solidly lit.
After finding the 2nd adaptor, I was able to properly configure the power plugs on the GTX780.
The CPU LED was still solidly lit and the computer did not POST in both PCI slots 1 and 3.
Back to basics:
I decided to try to go back to my original setup and plugged back in the HD6850. Interestingly, this DID cause the CPU LED on the MOBO to stop lighting up. Alas, the fans on the HD6850 were now not spinning and again no POST. The 1 required 6pin for that GPU was, in fact, plugged in.

Attempt/Mistake #2:
I decided to clear the CMOS by jumping the jumper from 1-2 to 2-3 and back again. I also had unplugged the PSU and pulled out the BIOS battery before doing this.

Current Status:
I am not able to boot/reach the BIOS with either GPU. In summary, the HD6850 fans are not spinning but this card does not produce a failure LED. The GTX 780’s fans spin but the card does not seem to be satisfying the CPU LED boot requirements. Tiger Direct (Store) wants 120$ and 2 days to fix.

I suggest it may be a PSU problem. If the PSU does not come equipped with the proper connectors it's just a poor choice to use on a video card which requires both a 6 pin and 8 pin connectors. http://www.guru3d.com/articles_pages/evga_geforce_gtx_780_sc_acx_review,7.html
Do you have a friend who could try out the video card for you before you go spending $120 for replacement? For $120 you can get a pretty sweet PSU!

Did you try other PCIe slots or just the 3rd slot? If you tried other slots and it didn't work then I would get a pay off Amazon and try it and if it still doesn't work then just return it. Then you can rule that out.
