Asus Z98-PRO i7-4790k first time build no POST, LED on and blinks

I'm building a pc for the first time with the following config :

Motherboard : Asus Z97-PRO
Processor : Intel i7-4790k
RAM : G.SKILL Ripjaws Z
PSU : Corsair CX600M

I could post the rest of the config if necessary, but I dont think it matters.

Before someone says it eventually :

My problem :
I assembled the computer completely and switched the power on. The 'power' LED on the mobo lit up. I then hit the power button on the case and the LEDs on the case came on and the PSU fan spun for about a second and then it went back to the way it was before i hit the case power button. i.e. The LED on the mobo remained on. When i tried to hit the case power button again, nothing happenened. I was able to replicate this by switching the PSU off for about a minute and repeating the whole thing again. Note that the LED on the bottom remains on even after the blinks.

I can confirm that the RAM, processor, fan and power cables are seated properly. No pins anywhere are bent. I have also tried inserting the RAM into different slots. Is there something fundamentally wrong that I am doing? I am unable to hear any beeps signalling a POST.
