Computer Hangs or Maybe Frame stutter?

Hello, My computer Has some stuttering issues. It becomes noticeable when is watch a video, both (online or DVD), or a video game. At random intervals the video will skip for 1 second. Or lose a frame. Kind of like lag can do in a game. Its very fast thats why i thought it may be stuttering. I would very much like to fix this. I don't know why. but even though the problem is minor it drives me insane. From what i can tell my temps are good and consistant so i don't think that is the issue. Details on my rig below.

first thing, try clean install of new video driver

OK more problems now. And I tried the driver thing quite a while ago but did it again just to be sure and same issue. But now I realize if I game for more than an hour the choppy Ness gets way worse. I check my temps and they are never a both 52 degrees celcius. I am soo very frustrated

Reaches unplayable choppy ness. But the gpu load is always very low. Like less than 20% using gpuz

Have you tuned off integrated GPU in bios?

Sorry i have been really busy at work and havent had a chance to do this. No i don't believe i have shut off the IGPU. Can i ask why that would have an effect? Any other suggestions? I would be able to try a few things in the same night. Thanks for helping btw.

nope. I will try the Bios thing tonight. In fact the computer is built ground up brand new. I have only had a gtx 780 in the computer. I had to RMA the first one so i have technically had 2 cards installed but they were identical.

Ok sorry it took forever. I checked and my igpu was shut off in the bios. Any other suggestions? I also turned up my fan speeds on the case fans in case it was a heat issue but no difference in the choppyness.
