Looking to buy a new monitor I need reccomendations!

I am looking to buy new monitor for gaming because the one I have right now is almost 8 years old and I don't think it would last me long. I am looking for a monitor with these specs:
Size:23-24 inches
Resolution:1920x1080
Refresh rate: 60hz or more but 60hz is fine with me
response time: 2ms or 1ms with NO ghosting
needs to be mountable because I wanna mount it on the wall infront of my desk
price: $300 and under

monitors with even 1ms that I experienced from benq and asus still have a little bit of blur. However, modern day 144hz monitors implement strobing black lights that completely eliminate blur. Benq does this with a number of their monitors and the feature is called Blur Reduction Technology. G-Sync monitors have ULMB (ultra low motion blur) which is the same thing, named something different. I have a benq that has this feature and boy does it make a night and day difference.
