makes no sense to spend $ on things you dont need like $120 liquid cooling you can get gtx 980 by saving $ in right places

Finally a person who knows what EVGA PSU to get. +1 btw get the asus strike version of the gtx 970 since it wa better and get a fatal z97X Killer motherboard and if you want to OVERCLOCK ALOT then get the oc formula its the Z97x killer but it has like 3% less gaming performance but 10-25% more over clocking ability.

Ok 1st off i want a air 540. Secondly i will be gaming at 1080p and at the moment i dont want to get a 980 because it isnt enough better than the 970 to pay 200 dollars more.
Thirdly i will get a lower cost cpu cooler and maybe get the mobo mentioned

As you posted CPU+ aftermarket cooler = $320 this is the price of i7 i.e. extra performance without overclocking .

i7 4790 3.6/4.0 GHz
i5 4690K 3.5/3.9 Ghz
i7 4790K 4.0/4.4GHz !!! with no aftermarket cooling but non K is enough

I ask for opinions about my entire build, if people want to give their opinion they can but i am just stating that i am set with the cpu. I could leave out the cpu if you wish and have every reply asking me what the cpu is.

Wrong. there is no difference in game performance between different motherboards like these. The motherboard doesn't really affect game performance.

If he is gaming, the i5 is what he wants. The i7 will not give any additional game performance over the i5. Please do not push people to buy things they do not need/want.
