Windows 8.1, how to boot into safe mode with UEFI BIOS

My laptop is on Windows 8.1 and it has the UEFI BIOS so pressing F8 key to get into safe mode will not work. The problem with the laptop is that it keeps restarting 10 seconds after the login screen appears. This started to happen when I uninstalled a program. So I'm thinking if I can do a system restore, it may fix the problem. I somehow need to access the system restore option but can't because it keeps restarting. Does anyone know of any other way to fix this?

at the logon screen click the shutdown button on the bottom right, hold down the SHIFT key, and choose Restart from the menu.
