Cannot Disable HDMI Underscan

I currently use two monitors, both connected to my AMD Radeon HD 7870 GHz Edition graphics card, my primary one through HDMI and my secondary one through DVI. On my primary monitor (HDMI) the screen is underscanned, and I cannot change this. My OS is Windows 8.1 Pro 64-bit.

Catalyst Control Center refuses to run, even after reinstalling multiple times (while also deleting the driver and related files before reinstallation). Even after attempting to update .Net Framework and being unable to due to having the latest version. Even after making the AppData folder and subfolders shown (not hidden). Even after running in compatibility mode. Even after contacting AMD Support and following their instructions. Even after disabling my antivirus. Even after making sure necessary services are running. Even after including additional .Net Framework features in the Add or Remove Windows Features settings area. You get the idea.

I even tried editing the registry to change the value for underscanning. In this registry key
  1. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\video{####....}\0000
I found EnableHDMIUnderScan and changed its value from 1 to 0. I also added DigitalHDTVDefaultUnderscan and made its value 0. Neither of these things worked. And before it is suggested, I already checked, and I have no such registry DWORDs like DALR6 DFPI 21920x1080x0x60.

I really don't know what to do at this point because not only can I not open Catalyst Control Center, but even editing the registry values for underscanning doesn't do anything.
