Does automatic overclocking (such as Turbo tech) apply more voltage than is needed?

I am curious to know whether or not processor's tell the motherboard to crank the voltage much higher than is needed? For example, say the CPU at stock runs at an even 1.0v, and the turbo of 400mhz over the stock speed cranks it up to 1.2v. Is it possible that if one were to overclock from stock to the turbo frequency manually (turning off the turbo technology as well) that one could achieve significantly lower voltages (such as 0.025 drop or more), or is the automatic overclocking that is applied pretty close to the correct minimum voltage?

It used to be that auto overclocking was too aggressive.
Overclock apps are getting better today.
I suspect you would get the same specs if you selected them yourself or if you let the app do it.
Try both ways and see what difference there is.
