My current build is as follows :

http://pcpartpicker.com/p/FmwsMp

Knowing that actual power draw can be higher than TDP, I'm wondering how close to my PSUs limits a 970 would push it, even if it's only running stock frequencies. I'd rather not have to upgrade the power supply as I got it for a steal at $30.

Everyone's thoughts would be much appreciated.

No, it cannot, the recommended is 500 at least.

My understanding is that they recommend 500 because many lower quality PSUs labeled for 500 only produce 400 or lower, so they're just making sure that the card will work with anything rated around 500 even if it can only produce ~70% of its rated wattage.

@ SR-71 : Is Super Flower a good brand? Better than Seasonic or Corsair? I have a 650W Silver but I initially bought it due to price not because of quality necessarily.
