if an application asks for 4gb of vram, but You only have 3 yet the clock rate on the card is huge, would it matter?

I'm going to use gaming as an example: Basically in gaming, Vram will be used towards any Textures, AA etc. Now the clock speeds in simplistic form, is the speed at which it performs at generating everything.

If it is a "Recommended" of asking for 4gb that you should be fine.

If the game uses 3.5 GB VRAM and your card only has 3GB, it will turn into a slideshow.

It's very rare that games use that much VRAM though. If a game uses 1.9 GB VRAM it doesn't really matter whether your card has 2GB, 3GB, 4GB or even more. It just has to have enough. And then the clocks become more important.
