new build, led power flashes for a second gpu fans spin for half a second, no boot.

The parts:
Intel Core i3-4150 3.5GHz Dual-Core Processor
ASRock H97M Anniversary Micro ATX LGA1150 Motherboard
Patriot Viper 3 Low Profile Blue 8GB (2 x 4GB) DDR3-1600 Memory
Hitachi Ultrastar 1TB 3.5" 7200RPM Internal Hard Drive
XFX Radeon R9 280X 3GB Double Dissipation Video Card
NZXT Source 210 (Black) ATX Mid Tower Case
Corsair Builder 500W 80+ Bronze Certified ATX Power Supply

I tested all the parts before putting it in the case and everything worked fine. I put everything into the case and plugged in all the wire connections, and the led power button flashes and the gpu fans spin for half a second and it fails to boot. I then took everything out and connected everything one by one testing the components and I got a normal screen for the OS set up. I checked the case for extra standoffs that could possibly be shorting the motherboard and everything lined up just fine. I'm not too sure what the issue could be, any insight would be welcomed.

I'm going to blame the PSU here, check all your power connections (CPU connection especially) but if all seems fine, I'd contact Corsair or the retailer about RMA for the PSU

The PSU seems to be working fine outside of the case though. Is there anyway to test issues with the PSU?

Shounds like it's shorting somewhere, but regardless, with a 280X I'd go a minimum of a 550 PSU, and stay away from the CX or entry level Corsair PSUs
