I would recommend upgrading CPU first to an i5. Then the graphics card to a GTX760 or GTX770. Be sure to select best answer.

I bought an ole Optiplex 360 off Ebay last week for 40.00 it was a pentium dual E5200 with 4 gig ram in it case was nice & clean. I stuck in a c2d E8500 I got for 12.00 off ebay and a 30 gig drive cost me 30.00 and had an old Radeon 5450 laying here. That worked out pretty good and cheap. 3.1ghz beats the 2.5 pentium dual a lot. All in all about 100.00 in the box.

The E8500 was simple drop in and go as was the 5450. The drive was new white label from Ebay. I doubt I ever game on it but I tested some and Flatout UC ran great and smooth using older 13.1 catalyst drivers. Plays as good as my game box that is another Dell POS 760 with a Q9000 quad 4 gig & a Radeon 6570. Both have original Dell junk PSU's.

I don't play shooters and am on a shoestring budget so the 6570 for me is just fine I play older racing games mostly. The 360 is my new VM box so it won't be gaming. I am a diehard XP freak so any other OS I run in a VM. If ya wanta game some use a 6570 maybe in the 360 and it may do ok with a GTX 750ti I had 1 in my 760 for awhile the PSU handled it and I think 360 and 760 same PSU (unsure) both Towers. And you can get a half height 6570 on Fleabay for 30.00 if you have a small case. I built a game box for my son and gave him the GTX 750ti I didn't need that much gaming power I have a cheap half height 6570 in the 760 just made a new bracket works fine for me mostly a Flatout and Nascar freak.

There is a couple ideas there for you 360.
